Barcelona faces possible exclusion from UEFA competitions as Article 4 comes into focus
UEFA is reviewing new material from Real Madrid and Article 4 could permit a one‑season exclusion if wrongdoing is proven.

UEFA has reopened a disciplinary probe linked to the so‑called "Negreira" case after receiving fresh material submitted by Real Madrid, and attention has focused on Article 4 of UEFA’s disciplinary regulations as a possible legal basis for a severe sporting sanction against FC Barcelona.
Article 4 and a one‑season ban
Article 4 of the disciplinary code allows UEFA to exclude from its competitions any club found to have been involved, directly or indirectly, in activities aimed at influencing the outcome of matches. If UEFA’s disciplinary bodies conclude the newly examined evidence meets that threshold, the rule permits a ban from European club competitions for up to one season.
The inquiry centres on payments made by Barcelona to Jose Maria Henríquez Negreira, the former vice‑president of the referees’ technical committee in Spain. According to the materials submitted, Real Madrid handed UEFA a significant volume of documents as part of its request to re‑open the investigation.
UEFA has confirmed receipt of the documents and said its disciplinary organs will review them. At this stage there is no decision to exclude Barcelona and UEFA has not determined that the club breached Article 4; the organisation is currently examining the evidence and any subsequent disciplinary procedure will depend on the findings.
Importantly, UEFA may reach a disciplinary conclusion on its own authority. The disciplinary text gives the body the right to act regardless of any criminal verdict or a decision by national authorities or sports arbitration, meaning UEFA’s process does not have to await a court ruling in Spain.
