Belgrade Waterfront to expand along Sava in Novi Beograd with towers up to 100 metres
Draft amendments open to public view until 28 August expand the project area and set building heights of 85–100 metres along the Sava in Novi Beograd.
Belgrade's waterfront project will extend its footprint to the left bank of the Sava in Novi Beograd, with plans for towers reaching between 85 and 100 metres along the strip between the Gazela and Ada bridges, according to a draft amendment released for public consultation.
Area grows, new facilities and parks planned
The Spatial Planning and Urbanism Agency of the Republic of Serbia has opened public access to proposed changes in the special-purpose spatial plan for the Belgrade Waterfront development; the draft is available for review until 28 August. The amendments increase the development area from 330 to 347,22 hectares and focus on Urban Unit 10 — the Sava riverbank sector between Gazela and the Ada Bridge.
Under the draft, the currently gravel-and-concrete site will be transformed into a new urban zone containing residential and business buildings and public green space. The document foresees construction of 558.000 square metres of residential and commercial floor area, with maximum permitted building heights set at 85 to 100 metres.
Planners note the site already houses roughly 8.900 residents, prompting provisions for new public infrastructure: an elementary school and kindergarten on Vladimir Popović Street near the Gazela entry ramp, ancillary preschool units within residential blocks, and a primary health care facility on the Gazela exit ramp toward Sava Center. Some 37,27 hectares are earmarked for public green and open areas, with parks planned along the Sava bank between Gazela and the New Railway Bridge and beneath the rail corridor.
The draft also prescribes environmental safeguards: the new neighbourhood lies inside a narrow sanitary protection zone for Belgrade's water source and borders the protected wintering habitat of the little bittern. A 50-metre green buffer around the wetland will be preserved, building heights reduced in parts of Urban Zone 10, and special rules introduced for glazed facades and lighting to allow bird movement.
Transport and infrastructure measures include a new road network with a key street labelled SAO 28 (maximum cross-section 26 metres) replacing the present function of Savski Nasip in this sector, and a new roundabout under the Gazela Bridge linking the route to the future traffic grid in Block 18. The plan warns that the atmospheric sewer system is already at capacity, and proposes a new wastewater pumping station near the Gazela bridge.
Separately, the Belgrade Waterfront operator has recently accelerated works in the fairground area: the company announced a BW Marina neighbourhood with a central 120-metre tower and an opera stage housed in the protected Hall 1, and on 13 August the government registered Sava Properties 2026 d.o.o., which has taken control of more than 16 hectares and most of the fair halls. The Belgrade Fair is scheduled to continue operations in a new complex in Surčin from 2028 in preparation for EXPO 2027.
