EU pays €2.9 billion in budget support to Ukraine

The European Union has released a new payment of €2.9 billion in budgetary support to Ukraine to help maintain its state administration amid the ongoing war with Russia.

“While Ukraine defends itself against Russian aggression, it continues to carry out comprehensive reforms. With today's payment, we help preserve Ukraine's financial stability and support investments that will underpin its future recovery,” said President of the European Commission, Ursula von der Leyen.

The payment is intended to shore up Kyiv's finances so public services and administration can continue to operate under wartime conditions. EU officials say the funds are aimed at stabilising public finances and supporting investments linked to Ukraine's reconstruction.

Last year, EU leaders agreed to back Ukraine's budgetary and defence needs with a combined package of €90 billion for 2026 and 2027. The new disbursement builds on that commitment and other ongoing financial assistance measures.

Ukrainian President Volodymyr Zelensky has warned that, despite international aid, Ukraine faces a new financing gap of $27 billion this year — a shortfall that has raised concern in Brussels about Kyiv's short-term funding needs.
