EU will need about €70 billion a year until 2050 to protect against climate change

The European Union will need roughly €70 billion a year until 2050 to shield its infrastructure, agriculture and broader economy from the impacts of climate change, according to estimates by the European Commission. The assessment was published on 27 October 2026 at 10:34.

Investment needs and new planning requirements

Brussels has put forward new rules that would require member states to prepare national plans addressing climate risks. Those plans must include a scenario that assumes a rise in global temperature of three degrees Celsius by the end of the century, the draft says.

The Commission’s calculation of needed investments covers several sectors. The largest share—about €30 billion per year—is estimated for infrastructure such as roads, bridges and other assets exposed to extreme weather. An additional €21 billion is earmarked for protecting ecosystems, while roughly €12 billion is set out to secure the stability of food production.

The initiative comes at a moment when many European economies face higher energy costs, rising borrowing costs and growing expenses for maintaining public infrastructure. The proposal asks national authorities to designate which institutions will be responsible for managing climate risks across different economic sectors.

So far there is no dedicated financial package to cover the estimated needs, raising questions about how member states will finance the required investments amid constrained budgets and rising public debt. The Commission emphasises that the €70 billion figure represents an estimate of necessary investments, not funds already approved from the EU budget.
