EU regulation on packaging enters into force, sets recyclability and 2040 waste target
The regulation enters into force on 12 August 2026; key consumer-facing rules will start applying from 2030, with a 2040 waste reduction target.
The European Union regulation aimed at phasing out certain plastics and oversized packaging entered into force on 12 August 2026, beginning a staged process to change how everyday goods are packaged across member states.
Officials say many of the most significant new obligations for consumers and retailers will not take effect immediately but will start to apply from 2030, giving businesses and supply chains time to adapt.
Eurostat figures and the 2040 target
According to Eurostat data, in 2023 the average EU resident generated 177.8 kilograms of packaging waste. The new rules are designed to drive a steady decline in that volume, with a target that packaging waste will be 15 percent lower in 2040 compared with 2018.
Under the regulation, all packaging placed on the market in the future must be recyclable. The text of the measure makes room for exemptions for certain sales packaging, specifically those made of light wood, cork, textile, rubber, ceramics, porcelain or wax.
Policymakers frame the package of measures as a long-term effort to reduce environmental pressure from single-use and oversized packaging while allowing an extended timetable for implementation and compliance.
