Von der Leyen: Ukraine will be able to buy key Patriot components with €3.2 billion
The next €3.2 billion disbursement from the EU support loan will allow Kyiv to purchase critical Patriot components under a member-state exemption.
European Commission President Ursula von der Leyen announced that Ukraine will be allowed to purchase key components for Patriot air-defence systems using the next €3.2 billion disbursement from the EU’s support loan.
In a statement she said: "Together with NATO Secretary General Rutte, I welcome the decision of member states to allow Ukraine an exemption that will enable it to purchase key components for Patriot air-defence systems."
How the EU support loan is structured
The EU loan for Ukraine totals €90 billion for 2026 and 2027, with roughly €60 billion earmarked for military needs and €30 billion for budgetary support. Under the mechanism’s rules, defence-related funds are in principle to be used for purchases from Ukrainian and European defence industry suppliers, though exceptions can be granted for urgent requirements.
The exemption endorsed by member states is intended to cover cases where critical parts are not available from eligible suppliers — a situation relevant for American-made Patriot systems, which are among Kyiv’s primary means to defend against Russian missiles and aircraft.
According to NATO figures cited in the statement, about 75 percent of Patriot missiles delivered to Ukraine in the past year were procured via the PURL initiative, which organizes purchases of US equipment with allied financing.
