Public consultation opens for Vodno DUP J 05 that envisages haciendas and tree felling

Public consultation on the draft Detailed Urban Plan (DUP) for City Quarter J 05 – Barutana in the Vodno area will run from 13 August to 14 September 2026, the Municipality of Centar announced. The plan foresees cutting forest on the slopes of Mount Vodno to make room for a group of large houses described in municipal documents as haciendas.

Key points of the proposal

The DUP envisions roughly twenty new buildings on steep terrain, each with a large building footprint. The total planning area covers 6.89 hectares. According to the draft, the new gross building area would reach 29,000 square metres, compared with the General Urban Plan (GUP) allocation of 6,500 square metres and the already existing built footprint of about 16,000 square metres.

The Municipality of Centar said residents may submit written comments on printed questionnaire forms every working day from 08:00–16:00 at Elementary School "Kocho Racin", Salvador Allende street no. 2, where the draft will be displayed in paper form. The questionnaire will also be available electronically on the Municipality of Centar website and via the e-urbanism information system.

The public presentation of the draft DUP is scheduled for 3 September 2026 at 12:00 in the meeting hall (barrack 6) of the Municipality of Centar.

The plan was adopted by the Centar Municipal Council on 14 July 2026. Councilors from VMRO-DPMNE and SDSM voted in favour; councilors from Shansa za Centar (Chance for Centar), Levica, ZNAM and one councilor each from SDSM and VMRO-DPMNE voted against. The DUP was prepared at the request of the company for construction, trade and commerce "Lutariko".

Criticism from opposition councilors

Biljana Filipovska-Todorchevska, a councilor and architect from Shansa za Centar, sharply criticised the proposal at the council session: "Овој предел е шума која ја засадиле нашите сограѓани после Втората светска војна за да се заштите Водно од ерозија на земјиштето. Сите знаеме што значи ако почне да се јавува ерозија и свлечишта. Уништуваме шума и зеленило од 9.000 метри квадратни за да се градат 13 објекти за некој инвеститор да гради. Сега се хациенди со површина за градба од 700 до 1.000 квадрати, па ќе станат згради. Па зар за неколку моќници ќе го ставиме целиот град во опасност? Исто така, за да се стигне до овие објекти треба да се пробијат улици, а тој предел е доста стрмен и Општината треба да донесе инфраструктура. Сето тоа ќе ја чини многу повеќе отколку парите што ќе ги добие од комуналии. Планот, и овој што сега се предложува и претходните, се спротивни на Генералниот урбанистички план (ГУП) бидејќи ги надминуваат параметрите. Со ГУП-от се предвидува бруто површина за градба од 6.500 метри квадратни, а на овој дел веќе изграденоста е 16.000 метри квадратни. Сега со планот се предвидува 29.000 метри квадратни бруто површина за градба. Ние со носење на план за 100 жители ги доведуваме во опасност сите граѓани на Скопје. За кого работите вие, за кого сме избрани, за овие сто моќници или за сите жители на Центар? Ве замолувам да гласате со своја глава и да не го дозволиме овој план," she said, urging colleagues to reject the proposal.

Separately, VMRO-DPMNE leader Hristijan Mickoski called the claim that his party's councilors supported the plan "a blatant lie," despite the fact that VMRO-DPMNE and SDSM voted together for the DUP on 14 July 2026.
