Parliament committees on October 20, 2026 review draft law on privatization of construction land

On October 20, 2026, the Committee on Financing and Budget and the Legislative-Legal Committee of the Assembly will meet to consider a single agenda item: the draft law amending and supplementing the Law on Privatization and Lease of Construction Land in State Ownership, in its first reading.

The proposed changes aim to clarify and regulate the conditions, methods and procedures for privatization of construction land owned by the state. Members will debate which users of construction land will be eligible to privatize it and how privatization should proceed in specific ownership situations.

Key technical changes under consideration

The draft supplements provisions on land where condominium buildings are constructed, and on plots where two or more buildings belong to different owners. It also enables condominium owners to privatize the part of the construction land that constitutes land under a building according to entries in the public real estate register, without submitting a geodetic elaboration with numeric data for forming a construction parcel.

Lawmakers will also review clarified rules on expanding an application and determining the area of construction land that derives from multiple cadastral parcels which are subject to privatization.

The proposal restores the possibility to submit applications to the Agency for Real Estate Cadastre to change the right of use into ownership for undeveloped construction land for which no privatization request was filed, within one year from the law’s entry into force. It further obliges the Agency to ex officio delete all registered rights of use on construction land within two years of the law’s entry into force.

Finally, the draft aligns the title of the State Commission for Decision in Administrative Procedure and Procedure in Employment Relations and Inspection Supervision in the Second Instance with the constitutional name of the state.
