KZK reviews the 'Hug & Fly' use regime at Skopje International Airport
KZK is analysing whether the new one-entry-per-24-hour limit on the 10-minute free stop affects taxi competition and access to airport infrastructure.
September 1, 2026 — The Commission for Decision on Violations at the Commission for Protection of Competition (KZK) has opened an analysis of the recently introduced rules for the "Hug & Fly" drop-off zone at Skopje International Airport, the authority said on Tuesday.
Under the new arrangement, drivers may use the free 10-minute waiting allowance only once per vehicle within a 24-hour period — a restriction that has prompted the KZK to examine whether the measure changes competitive conditions at the airport.
The review will pay particular attention to how the rule interacts with the operating conditions of various taxi carriers and with the presence of a separately authorized airport taxi operator, and whether it creates barriers to access to airport infrastructure for other market participants.
What the Commission will examine
"The Commission will examine the justification and proportionality of the established conditions, their factual impact on taxi carriers and whether there are equal and non-discriminatory access conditions for all market participants. The Commission at this stage does not prejudge the existence of a violation of competition rules. After collecting and analysing all relevant information, the Commission will make an appropriate conclusion on further action," the KZK said.
The authority added that it remains committed to ensuring a level playing field and to preventing any conduct that could limit or distort competition on the market. The KZK did not give a timeline for completing the analysis but said conclusions will follow once all relevant data are reviewed.
