Ministry of Energy tops 2026 transparency index with full 100% score
The annual index covering 102 institutions shows a modest overall rise to 82%, while 41% of bodies worsened their transparency.
The Ministry of Energy, Mining and Mineral Resources emerged as the top performer in this year’s Index of Active Transparency, the annual ranking released on the International Day of Universal Access to Information. It is the only ministry to achieve a perfect score of 100 percent in proactive publication of public information.
The study, compiled by the Center for Civic Communications, covers 102 institutions — the Government, all ministries and every municipality — and assesses how much information they publish proactively. The overall average active transparency for 2026 stands at 82% out of a possible 100%, up two percentage points from last year’s 80%.

Who improved and who fell back
Active transparency for the Government together with ministries is 86% in 2026, an increase of two points from 84% in 2025; this returns their level to what it was in 2023 and 2024. Municipalities also improved, rising to 81% from last year’s 79%.
Despite aggregate gains, 41% of the evaluated institutions recorded a decline in their active transparency in 2026. After five years at the top, the Ministry of Defence no longer holds first place; it was overtaken this year by the Ministry of Energy, Mining and Mineral Resources.
At the municipal level, four municipalities scored 100%: Gradsko, Demir Hisar, Zrnovci and Shtip. None of the municipalities that led last year maintained their top position. Regionally, the Eastern Region leads for the fourth consecutive year and improved to 91% from 88% in 2025. At the bottom of the ranking remains the Municipality of Lozovo, with the lowest active transparency of all institutions: 36.9%.
The report also finds that finance-related information is the least published topic: ministries disclose 71% of expected financial information, while municipalities publish 64%. In a coordinated test of freedom-of-information responses — identical requests sent to all institutions on the same day — 32% of institutions replied after the legal deadline or did not respond at all.
