Odesa considers banning Russian-language content from public spaces

The Odesa City Council is set to consider a proposal to ban Russian-language content in public spaces during the week of 6 September 2026, city officials say. The measure has drawn attention because Russian remains widely spoken in Odesa, the third-largest city in Ukraine.
Scope of the proposed ban
Under the draft rule, Russian-language content from music to literature would be prohibited in streets, parks, public institutions and cultural or entertainment venues that are state-owned. The proposal specifically calls for Russian-language books to be removed from the shelves of public libraries.
Private venues and businesses would be advised to adopt the same restrictions, but the measure would not be compulsory for privately owned premises.
Supporters of the proposal say the step is part of efforts to promote Ukrainian language and public space policies, while opponents warn about the social and cultural consequences in a city where many residents use Russian in daily life.
The council's decision, expected during the week of 6 September 2026, will determine whether the draft moves to implementation and how authorities would enforce the restrictions if approved.
