POC requests property extract from Centar residents for resident parking card

The Public Enterprise "Parking Municipality of Centar" (POC) introduced a rule according to which residents who submit an application for a resident parking card must also submit a property extract (no older than 6 months), in addition to a valid ID card and vehicle registration certificate. A fee of 250 denars is charged for issuing the property extract.

On POC's website on 4 August the new rules for use of parking services were published, stating that privileged resident parking is now linked to a specific residential unit, and not only to the address entered in the ID card issued by the Ministry of Internal Affairs.

A resident of Centar reacted: "Why is the ID card not sufficient, does POC not trust the Ministry of Internal Affairs that issued a document with my place of residence. Why should I submit a property extract to POC officials and let them have insight into part of my property status? They raised the prices for the second and third vehicle, and with this they are also creating additional obligations and costs for us," says a resident of Centar.

POC: the property extract identifies the residential unit

The enterprise points out that the ID card confirms the registered residence, but does not make it possible to precisely determine to which specific residential unit in a building the application refers and how many user agreements have already been issued for that unit. "This is important because the number and amount of the fee for the user agreements are determined according to whether it is the first, second or third vehicle within the same residential unit. The ID card is proof of registered residence, but by itself it does not allow precise determination of which specific residential unit in the building the application refers to and how many user agreements have already been issued for it. The property extract is used for identification of the residential unit and for the correct application of the new model," POC says.

POC emphasizes that it does not request the property extract to assess citizens' property status and that the person submitting the application does not have to be the owner of the apartment. "The Ministry of Internal Affairs, through the ID card, confirms the person's registered residence. POC, for its part, must determine to which residential unit the privileged parking right refers, because the new model is set by residential unit and by the number of vehicles using the benefit. Precisely for that reason, the property extract has a different function than the ID card – one document confirms the person's residence, and the other identifies the residential unit for which the user agreements are issued," POC adds.

In May this year POC increased the parking fees. For the second vehicle for residents the monthly fee rose from 250 to 500 denars, and for the third vehicle from 1,200 to 1,500 denars. Residents who use parking outside the sector where they live will pay 500 denars per month.

The changes also affected zonal commercial parking: daily tickets in Zone 1 increased from 300 to 400 denars; daily prepaid cards from 800 to 1,000 denars in Zone 1 and from 700 to 900 denars in Zone 2. The monthly mobile business card for legal entities increased from 2,000 to 2,500 denars. For employees of legal entities with headquarters within the coverage of one of the public parking lots the price increased from 2,000 to 3,000 denars, the monthly card for official vehicles in enclosed type now amounts to 4,000 denars (an increase of 1,000), and the tow truck fee for a removed illegally parked car rose from 3,500 to 4,000 denars (an increase of 500).

Residents from the Kapishtec neighborhood, organized in the group "For a Decent Kapishtec", are collecting signatures against the new higher prices, but so far POC has not changed the decision.
