Premier League finds Manchester City guilty of financial breaches
Independent commission rules club broke Premier League and UEFA rules between 2009/10 and 2017/18; sanctions still to be decided.
London, 29 September 2026, 18:40 — The Premier League has announced that an independent commission has found Manchester City guilty of serious breaches of the competition's financial rules covering the seasons from 2009/10 to 2017/18.
The commission concluded that the club employed sham commercial contracts, reported inaccurate financial figures and concealed its true financial position from auditors and regulatory bodies during the period under review.
According to the findings, those arrangements led to artificially inflated revenues and reduced reported costs by more than £900 million, creating the appearance that the club complied with the league's financial requirements.
The panel also determined that City breached both Premier League and UEFA financial regulations and upheld three of four counts relating to the club's lack of cooperation during the investigation.
What comes next
A formal decision on sanctions will follow the commission's ruling. Manchester City has rejected the allegations and is expected to lodge an appeal; the club may file that appeal no later than 2 October.
