Putin says Russia has created a border security zone in Ukraine and will not negotiate it

President Vladimir Putin announced that Russia is establishing a security zone inside Ukrainian territory along the border and that the arrangement will not be open to future negotiations with Kyiv. He framed the operation as a response to what he described as a Ukrainian incursion into the western Russian region of Kursk in 2024/25.

"The Russian armed forces had the task not only to drive the enemy out of our country, but also to establish a security zone on the neighbouring territory. This task is being successfully carried out. Our goal is to ensure absolute security of Russia's border regions in the future and we do not plan for this to be a subject of potential peace negotiations with Ukraine," Putin said.

Putin presented the measure as a defensive necessity intended to prevent further cross-border attacks and to harden Moscow's control over the frontier area. He described the security zone as a permanent element of Russia's border policy going forward.

What Moscow calls a security zone

Russia has not published a detailed legal definition of the zone in this statement, and the precise geographic extent and rules governing it were not specified. In general usage by officials, the term can imply a strengthened military presence and restrictions on movement or activity in the border strip.

Analysts say the announcement is likely to complicate diplomatic efforts to settle wider hostilities, because declaring a zone "not open to negotiation" removes one subject from potential talks and signals a firm, non‑negotiable security claim along the border.
