Intelligence Officer Kiro Todorovski Sent to Vienna Despite Final Conviction

Intelligence officer Kiro Todorovski completed the entire procedure at the Intelligence Agency and in July was sent as a diplomat to Vienna, even though he has a final conviction in the "Titanic" case, court and administrative documents show.

"On 21 May 2026 the court issued a certificate from the criminal record of convictions, in which a suspended sanction is recorded under judgment KOK. 7/18. The sanction is a prison sentence of 2 years if a new offense is committed within the next 5 years. The judgment became final on 18 May 2023," the Criminal Court said.

The State Commission for Prevention of Corruption requested data from the court after it received reports. One of the reports states that Todorovski was reinstated to work in November 2025, received a "state secret" certificate in February 2026, and several months later was sent to Vienna to represent the Agency among other representatives of security and intelligence services.

According to the Law on Classified Information, the suspended sentence can be erased from the criminal record automatically or upon request after a certain period. Since the judgment became final in 2023, the five-year period for review expires in 2028, and the erasure would follow in 2029 if no new criminal offense is committed, which means that Todorovski still has a conviction on record.

This raises the dilemma of how the Agency for National Security carried out a security check and why the Directorate for Security of Classified Information issued a certificate noting that he is convicted, instead of a certificate of non-conviction. Both institutions responded that data on specific procedures are limited due to classification.

The Directorate wrote: "The most recently issued security certificate was issued pursuant to Article 59 of the Law on Classified Information and an additional security check is underway." The response also quoted: "If it is determined that the individual or legal entity does not handle classified information in accordance with this law or no longer meets one of the conditions on the basis of which the security certificate was issued, the director of the Directorate shall adopt a decision to withdraw the security certificate before its expiry."

In addition to the disputed certificate, the criminal complaint against the Intelligence Agency also alleges favoritism toward Todorovski in his posting to Vienna, with changes to regulations and breaches of deadlines. The Agency denied this and described it as unfounded, untrue and disinformation. The "Titanic" case itself is remembered for the phrase "we will pull their ears to make them vote," associated with the illegal issuance of identity cards for voting at fictitious addresses in 2013 and 2014; Todorovski pleaded guilty, and at the time he was chief of staff to former Minister of Internal Affairs Gordana Jankuloska.
