Chegrane stadium reconstruction stalled — tender promised a stadium, site is an overgrown field

The Center for Civic Communications (CGC) published a new case-study report and found that a planned renovation of the football pitch in the village of Chegrane has stalled: documents describe a full stadium project, but the site today is an overgrown field with dried grass.

According to the study, the reconstruction was scheduled to be completed in December 2023. The contract was signed by the Agency for Youth and Sport in March 2023 with a value of about 112,000 euros; roughly 70,000 euros — approximately 63% of the total — have already been paid.

Work stopped in 2025, contract now expired

Inspectors who visited the location found no turf, no renovated stands, no irrigation system and no lighting — all elements foreseen in the tender. CGC reports that physical work on the pitch ceased in the second half of 2025, and the reconstruction contract has already expired.

The Ministry of Sport, which is the legal successor to the Agency for Youth and Sport, did not reply to requests for information on whether any measures were taken against the contractor or whether contractual penalty mechanisms were applied for the delay.

CGC warns that when tens of thousands of euros are paid but no functional facility is delivered, it points to serious shortcomings in contract management, oversight and accountability for the use of public funds. The case raises questions about efficiency in procurement control and protection of public money.
