Auditi zbulon: kuzhina prej 23.000 euro e Shtëpisë Studentore 'Pelagonija' mungon; prokurime me çmime mbi tregun

Zyra Shtetërore e Auditimit ka konstatuar mangësi të shumta në punën e Shtëpisë Studentore "Pelagonija" në Shkup: pajisjet e kuzhinës të blera përmes Ministrisë së Arsimit dhe Shkencës në dhjetor 2021 në shumën prej afërsisht 23.000 euro nuk rezultojnë në inventar dhe nuk gjenden në ambientet e kuzhinës; prokurimet publikë kanë çmime mbi nivelin e tregut; dhe janë realizuar pagesa pa dokumentacion adekuat.

Gjetjet kryesore nga auditi

"With the audit of public procurements for fresh meat from 2023, processed meat, meat products and fish from 2023 and 2024, as well as agricultural products from 2023, the auditors found that most often only a single bid was submitted, and contracts were concluded at the estimated value without quantities defined in advance. For regularly procured items the offered prices are higher than market prices, while for items that are not regularly procured unrealistically low prices were offered, without requesting further explanation from the economic operator," ka shkruar Zyra Shtetërore e Auditimit në raport.

Audituesit nxjerrin në pah praktika problematike në prokurimet e ushqimit. Raporti përshkruan se furnizuesi ka faturuar bukën në mënyrë të pasaktë: megjithëse çmimi i kontraktuar ishte 57,46 denarë për kilogram, në zbatim furnizuesi ka faturuar një cope bukë si kilogram. Kjo parregullsi u zbuluar vetëm drejt fundit të vitit 2024 për shkak të kontroleve të dobëta të brendshme. Pas futurjes së evidencës ditore, faturat mujore në vitin 2025 u ulën ndjeshëm krahasuar me 2024. "The audit also found that with the new contract in 2025 the price of bread reached 126 denars/kg, which is significantly above the market price of around 70 denars/kg, indicating uneconomical use of public funds and weaknesses in procurement control," the report stresses.

Probleme u evidentuan edhe në prokurimin e dyshekëve për studentë. Shtëpia Studentore bleu 250 dyshekë në vlerë prej 19.000 euro me dimensione të ndryshme nga ato të parashikuara në specifikimet teknike, pa dokumentacion të duhur për pranimin; ata janë të magazinuar dhe nuk janë në përdorim.

"Also, we established that previously 450 mattresses had been purchased from the same supplier, although the existing ones were in good condition, and because the dimensions of the beds are smaller than the mattresses the stability and statics of the beds were compromised," vë në dukje audituesit.

Audituesit raportojnë gjithashtu mangësi lidhur me pajisjet shtëpiake dhe kontratat e mirëmbajtjes: një makinë enësh që është jashtë përdorimit ishte përfshirë në kontratë për servis, kontratë e cila është realizuar plotësisht, çka tregon planifikim të dobët dhe shpenzime të panevojshme. Raporti shpreh dyshime edhe për shpenzime në shumë prej 19.700 euro për servisimin e pajisjeve.

Në fund, audituesit konstatuan përdorim të papërshtatshëm të fondeve për qëllime personale: "In the part on expenses, it was established that payments were made for representation without adequate supporting documentation, and fuel purchases, servicing and replacement of spare parts for a private motor vehicle approved for official use were carried out, which are not supported by appropriate credible documentation, which indicates the use of budget funds for private purposes," shkruan raporti i auditimit.

Zyra Shtetërore e Auditimit i quan këto mangësi shenja të kontrolleve të brendshme të dobëta, problemesh në procedurat e prokurimit dhe përdorimit të pahijshëm të fondeve publike në Shtëpinë Studentore "Pelagonija" në Shkup. Audituesit nuk arritën të gjejnë pajisjet e kuzhinës të blera përmes Ministrisë së Arsimit dhe Shkencës në dhjetor 2021, as në regjistrin material dhe as në ambiente të kuzhinës.
