US proposes tripartite Russia–Ukraine talks in UAE to explore end to war
Kremlin and Kyiv confirm possible three‑way talks; Ukraine says Washington proposed the UAE and is awaiting a date.
Washington has proposed a tripartite meeting between the United States, Russia and Ukraine to discuss options for ending the four and a half–year war, and both Kyiv and Moscow have acknowledged the possibility of talks taking place soon in the United Arab Emirates.
Developments and official comments
The Kremlin said a three‑way meeting could be held in the near future, but provided no further details, Kremlin spokesperson Dmitry Peskov said on September 25, 2026.
Ukrainian President Volodymyr Zelensky earlier indicated that such talks at a technical level could take place in the United Arab Emirates. He told reporters that the United States had suggested a tripartite format and that Ukraine is now waiting for Washington to propose a date.
Peskov also reported that Russia’s special envoy Kirill Dmitriev recently held meetings in the United States that were mostly focused on economic matters. A person familiar with the events said Dmitriev met on 24 September with U.S. representatives Steve Witkoff and Jared Kushner.
According to Kyiv’s account, the U.S. proposal names the United Arab Emirates as a possible venue where the parties could examine ways to end the conflict. Neither Washington nor Moscow has released a timetable or the agenda for any potential talks.
The possibility of a tripartite meeting signals a diplomatic channel opening after years of fighting, but officials on all sides have so far declined to provide specifics about format, participants beyond the named envoys, or any concrete timeline.
