SDSM alleges €1.5M tenders at Andonovski’s ministry linked to state secretary’s husband

SDSM accused the Ministry of Digital Transformation, led by Stefan Andonovski, of awarding three contracts worth a combined €1.5 million to a company it says is linked to the husband of the ministry’s state secretary.

At a press briefing, SDSM Executive Board member Jon Frchkoski named the contractor as a Skopje-based branch of “Noma System Solutions” and said the contracts cover document-management maintenance, property-register software and exam software. He said the awards follow earlier small contracts to a company owned by the state secretary’s husband.

Frchkoski said the new contracts were channelled through a firm whose local manager is identified as Vladimir Simovski and that Simovski was previously a direct business partner and co-owner with Martin Klincharov — the husband of State Secretary Gordana Klincharova — in the company “SVAG FUD DOO Skopje.” He also alleged an ownership link between the new contractor and Mateo Design, the company owned by Klincharov.

Frchkoski summarised the party’s view of the case in strong terms: "This is a continuation of the scandal we already published. Those are the tenders of the company ‘Mateo Design’ of the husband of the state secretary, Klincharova, Martin Klincharov, worth €50,000. The SCPC paused, but ATK does not stop, because tenders at the Ministry of Digital Transformation do not stop. Today we reveal how this family‑tender network has not only continued but has dramatically increased in value, in money," he said.

Calls for investigation and political consequences

SDSM demanded that the State Commission for Prevention of Corruption expand its probe and called on the Anti‑Corruption body (ATK) to follow the money. "There is no hiding from ATK, no escape from responsibility. We call on the State Commission for Prevention of Corruption. Since you have still not closed the initial case, which you opened more than a year ago, here is an ideal opportunity to supplement it with these facts and evidence. We demand an immediate expansion of the investigation and tracking of every denar that flows into the accounts of these connected entities," Frchkoski said.

The opposition figure also asked for Minister Stefan Andonovski’s resignation, arguing the ministry acts as a closed family‑business circle. "Citizens do not expect apologies, but an immediate resignation and accountability. And there will be accountability," he added.

SDSM previously publicised contracts from March of last year between the ministry and Mateo Design, represented by manager Martin Klincharov; the State Commission for Prevention of Corruption said it would examine whether a conflict of interest existed in that case.
