Parliament opens 121st session; MPs to vote on Arljinda Hasani Sinani as deputy governor

The Assembly of the Republic of North Macedonia opened its 121st session today, with 53 items on the agenda including the nomination of a deputy governor of the National Bank and a slate of ratifications and legislative proposals.

Key vote on the central bank and a first reading of an FDI screening bill

Members of Parliament are due to vote on the nomination of Arljinda Hasani Sinani as Deputy Governor of the National Bank of the Republic of North Macedonia. The central bank earlier issued a public vacancy announcement for the post.

The agenda also includes ratification of the Convention for the Bureau of the European Conference on Civil Aviation; the Protocol between the Government of the Republic of North Macedonia and the Government of the Republic of Lithuania on the implementation of the Agreement on the transfer of persons residing without a permit; and defence cooperation agreements between North Macedonia and Slovenia and between North Macedonia and the Portuguese Republic.

Lawmakers are expected to give a first reading to the Draft Law on Notification and Screening of Foreign Direct Investments (*), and to debate the Draft National Road Traffic Safety Strategy 2026–2030.

The Assembly will also consider a decision to approve the Statute of the Regulatory Commission for Energy, Water Services and Waste Management of the Republic of North Macedonia, and will review a long list of bills under expedited procedure that align existing laws with the new Law on High Officials. Among the laws proposed for amendment are the Law on Pension and Disability Insurance; the Law on Mandatory Oil Reserves; the Law on the Geological Survey of the Republic of North Macedonia; the Law on the Deposit Insurance Fund; the Law on State Statistics; the Law on the Customs Administration; the Law on Public Procurement; the Law on Metrology; the Law on Commodity Reserves; the Law on the Establishment of the Agency for Foreign Investments and Export Promotion of the Republic of North Macedonia; the Law on the State Market Inspectorate; the Law on the Public Revenue Office; the Law on Industrial Property; the Law on Protection from Ionising Radiation and Radiation Safety; the Law on Technological Industrial Development Zones; the Law on Medicines and Medical Devices; the Law on the Central Registry; the Law on Health Insurance; the Law on the Establishment of the Agency for Promotion of Agricultural Development; the Law on Food Safety; the Law on Urban Planning; the Law on the Establishment of the Agency for Financial Support in Agriculture and Rural Development; the Law on the Register of Mandatory Social Insurance; the Law on Classified Information; the Law on the State Inspectorate for Local Self-Government; the Law on Expert Appraisal; the Law on the Cadastre of Real Estate; the Law on Management of Confiscated Property, Property Benefits and Seized Items in Criminal and Misdemeanour Proceedings; the Law on Balanced Regional Development; the Law on Professional Development and Training of Administrative Officials; the Law on Crisis Management; the Law on Protection and Rescue; the Law on Safety in the Railway System; the Law on Administrative Inspection; the Law on Archival Material and Archival Activity; the Law on Plant Health; the Law on Administrative Servants; the Law on the Environment; the Law on Inspection Supervision; the Law on the State Inspectorate for Agriculture; the Law on the Use of the Macedonian Language; the Law on Labour Inspection; the Law on Enforcement of Sanctions; and the Law on Inland Navigation.

Lawmakers will also review the 2025 Annual Report of the Agency for the Protection of the Right to Free Access to Public Information.
