"STOP THE CONCRETING OF VODNO": Petition to withdraw Draft Detailed Urban Plan for Barutana on Vodno
Citizens demand withdrawal of the Draft Detailed Urban Plan for the Barutana area on Vodno and call for independent environmental review and extended public consultation.

Residents and environmental groups have launched a petition titled "STOP THE CONCRETING OF VODNO" calling for the withdrawal of the Draft Detailed Urban Plan (DUP) for the Barutana area on Vodno. The action was published on 31 August, 2026 10:49 and aims to force a pause in the planning process while citizens demand a transparent public debate.
What the petition demands
According to the petition text released by organizers, signatories ask the municipal authorities to withdraw the Draft DUP for Barutana, to reopen and extend the public consultation period, and to commission an independent environmental impact assessment before any further steps. The initiative stresses the need to preserve the green and recreational character of Vodno.
Organizers say the draft plan would allow intensified construction in areas currently used for recreation and forest cover on the slopes of Vodno. The petition frames the measure as an effort to protect local biodiversity, water retention capacity and public access to the mountain area.
Supporters include local residents, informal citizen groups and environmental activists who argue that the planning procedure has so far lacked sufficient transparency. They plan to deliver the collected signatures to the competent municipal body and demand an open public hearing attended by planners and elected representatives.
Municipal authorities have not published an official reply to the petition at the time of this article. The petitioners say they will continue collecting signatures and expect a formal response from the municipality and the urban planning office in the coming days.
The future of Barutana on Vodno has become a focal point for debates over urban expansion, green space protection and how the city balances development with nature. The petitioners’ move places public oversight at the center of the next steps in the DUP procedure.
