Three parliamentary committees to debate environment and administrative‑servant amendments today

Three parliamentary committees in Skopje will meet today to review proposed amendments to two laws: changes to the Law on the Environment and to the Law on Administrative Civil Servants.

The Committee for Transport, Digital Transformation, Environment and Spatial Planning will examine the Draft Law amending and supplementing the Law on the Environment in its second reading. The bill’s stated objective is to transpose Directive 2014/52/EU so as to strengthen the environmental impact assessment (EIA) procedure, improve environmental protection, increase resource efficiency and support sustainable development.

The draft law explicitly aims to align national rules with Directive 2014/52/EU of the European Parliament and of the Council of 16 April 2014, which amends Directive 2011/92/EU on the assessment of the effects of certain public and private projects on the environment (CELEX no. 32014L0052). Eight amendments to this draft have been submitted by Levica MP Sashko Janchev.

Administrative servants law debated under shortened procedure

The Committee on Political System and Relations between Communities will consider the Draft Law on Amendments and Supplements to the Law on Administrative Civil Servants under a shortened legislative procedure. The changes are proposed to provide clearer, uniform, efficient and legally secure application of rules, by regulating the status of servants in the Parliamentary Service and regulatory bodies at the same level as other special state civil servants.

The bill would also remove the possibility of promoting administrative servants without announcing an internal vacancy, ensuring equal access and the application of a merit-based system. It clarifies representation powers of the Agency in administrative and court proceedings, sets timelines for serving acts, and simplifies procedures by removing overlaps, concentrating some details in secondary legislation and requiring transparent publication of final results. The draft introduces a legal consequence stating that an administrative servant who is evaluated for two consecutive years with the grade "1 – does not satisfy" will have their employment terminated by operation of law. The measure keeps the right to appeal and aims to make procedures more economical; application of Article 80 is postponed until 1 January 2028.

Two amendments to the administrative servants draft were submitted by NSDP MP Sonja Mirakovska and one by VMRO-DPMNE MP Bojan Stojanoski. The proposed amendments and additions will also be examined by the Assembly’s Legislative-Legal Committee.
