Vučić pardons Dijana Hrkalović; Higher Court in Belgrade received five pardon decisions

Serbian President Aleksandar Vučić has issued pardons that include former State Secretary in the Ministry of Interior Dijana Hrkalović, the Higher Court in Belgrade announced after receiving the presidential decisions on 2 November 2026.

The court said it received decisions on five people by e‑mail from the Ministry of Justice of the Republic of Serbia and that the measures relate to persons against whom criminal proceedings were pending before that court.

According to the notification, Hrkalović was released from prosecution for the offence of trading in influence under Article 366 of the Criminal Code in case KP01 No. 214/21, a file handled by the Higher Court in Belgrade, Special Department for Organised Crime.

Implications and context

Hrkalović’s case has been one of the most prominent in Serbia when it comes to alleged links between elements of the state security apparatus and organised crime. The matter attracted particular attention because of Veljko Belivuk, whose criminal network has been accused of multiple murders, kidnappings and drug trafficking.

The Higher Court noted that all presidential pardon decisions take effect on the day they are issued. It also stated: "The Higher Court in Belgrade will continue to act in accordance with the law and the relevant subordinate acts in the cases to which the delivered decisions refer."

The court added that it will proceed in line with legislation and applicable secondary regulations in the cases affected by the delivered decisions.
