Zelenskyy: Ukraine has delivered proposals to the US to end the war with Russia
Zelenskyy says Kyiv has given proposals to US mediators and warns Russia may use September elections to push a new mobilisation.
Ukrainian President Volodymyr Zelenskyy said Kyiv has handed proposals to US negotiators for a plan to end the war with Russia and urged Washington to both strengthen Ukraine's defences and press Moscow to shift toward a negotiated settlement.
Proposal delivered; Kyiv calls for stronger air defences and diplomatic pressure
"We have passed our proposals to the American side. And the USA can help strengthen our defence, above all with air defence, and to put pressure on Russia so that its plans are different — to prepare for ending the war, instead of prolonging it," Zelenskyy said in his evening video address.
The announcement comes as talks have largely stalled since the start of the flare-up between Russia and Iran, and amid indications from both Moscow and Kyiv that American mediators may soon travel to both capitals. American negotiators Steve Witkoff and Jared Kushner last visited Moscow in January but have not yet gone to Kyiv.
Ukraine has repeatedly called for a ceasefire after nearly four and a half years of fighting. Russia says it wants a settlement but insists any agreement must include full cession of four regions that Moscow claims.
Zelenskyy also said Ukrainian intelligence has evidence Moscow intends to use next month’s parliamentary elections as a pretext to declare a new mobilisation.
"They are preparing for mobilisation in the autumn, immediately after the parliamentary elections and this is part of a plan to create the impression that Russians supposedly support the war. Then, after the so‑called elections, he plans an additional rapid mobilisation of several hundred thousand Russians by the end of the year, plus another similar number next year," Zelenskyy warned, adding that the mobilisation would complement recruitment through contract enlistment.
The president framed the proposals to the United States as both a diplomatic initiative and a request for concrete military assistance, especially enhanced air-defence systems, while signalling Kyiv’s concern about Russia’s preparations for a larger mobilisation campaign.
