Zelensky: Ukraine, US and Russia to hold technical talks in Abu Dhabi in first half of November

Ukrainian President Volodymyr Zelensky said negotiators from Ukraine, the United States and Russia are scheduled to hold technical talks in Abu Dhabi in the first half of November, and he expressed hope for a direct meeting with Russian President Vladimir Putin.

Zelensky told the Hudson Institute in a video message that he had spoken with US envoys Steve Witkoff and Jared Kushner following their meetings with Putin in Saint Petersburg. He said any peace agreement must include security guarantees for Ukraine and a decade of funding for its armed forces.

Timing and conditions

“The plan is for them to meet in the first half of November, as soon as possible, of course,” Zelensky said, adding that many issues depend on Russia. He recalled that a similar meeting had been planned for this month but did not take place.

The president underlined the need for sustained diplomacy to reach a ceasefire and an end to the war now in its fifth year, and said Europe should be involved in the process.

Zelensky also raised operational problems faced by Ukrainian troops in accessing Starlink communications systems, saying the army still struggles with access despite US statements that speed restrictions had been lifted.
