County Court in Zagreb declares Zagreb Holding strike illegal
Court issued an order banning the Holding strike; decision on ZET still pending as public transport walkout enters third day.
Today marks the third day of labour action in Zagreb as workers at the city public transport operator ZET and employees of Zagreb Holding continue striking over demands for higher pay. Unions representing both groups say negotiations have not produced an agreement and the stoppages remain in force.
The County Court in Zagreb has ruled that the strike at Zagreb Holding is illegal and issued an order to prohibit it. The court's decision on the strike at ZET has not yet been delivered.
Legal steps and municipal response
Judges also blocked the action by municipal services, ordering that the Holding strike stop. At the same time, the court rejected a request for a temporary injunction against the strike on September 29, 2026, meaning the legal process has been contested in recent days.
Mayor Tomislav Tomašević has publicly said he will not yield to ultimatums from the unions, and city officials maintain they will seek a legal resolution while continuing negotiation channels.
Despite the court order against Zagreb Holding, the city's public transport stoppage continues and there is as yet no agreement between the municipal administration and the unions representing ZET workers.
