Eurostat: 16.5% of EU residents aged 16+ used tobacco or nicotine products daily in 2025
Data for 2025 show a small decline from 2022; Bulgaria records the highest daily use, the Netherlands the lowest.
Eurostat reports that one in six residents of the European Union aged 16 and over used tobacco or related nicotine products daily in 2025, with the overall share falling slightly compared with 2022.
Key patterns by country, sex and age
The agency's data show that 16.5 percent of the EU population aged 16 and over were daily users of tobacco products, electronic cigarettes, nicotine pouches or heated tobacco products in 2025, down from 17.5 percent recorded in 2022.
Across member states there are large differences: Bulgaria has the highest rate of daily use at 26.3 percent, while the Netherlands reports the lowest at 9.9 percent.
Men remain more likely than women to use these products every day: 20.8 percent of men were daily users in 2025 compared with 12.6 percent of women. Both sexes saw a modest decline from 2022, when daily use was 22.2 percent among men and 13.1 percent among women.
By age group, the highest prevalence of daily use was observed among people aged 35 to 49, where 21.3 percent were daily users.
The figures cover a range of nicotine-related products, including traditional tobacco, electronic cigarettes, nicotine pouches and heated tobacco items, and reflect Eurostat's latest harmonised estimates for 2025.
