HIF: Ministry of Internal Affairs employees lack health insurance because contributions for court-reinstated staff were not paid

The Health Insurance Fund (HIF) says employees at the Ministry of Internal Affairs currently do not have active health insurance because contributions were not paid for colleagues who were reinstated to work following court rulings.

According to the Fund, health insurance coverage is activated automatically once the payments for contributions are registered in the system. The HIF told the public that the lapse is not caused by a technical fault in the Fund’s systems.

How the problem arose

The Fund says its records show that the Ministry registered employees who returned to work on the basis of court decisions, but for some of those people there is no corresponding registered payment of health insurance contributions for the reported period. Contribution collection and payroll corrections are handled through the Public Revenue Office, while the HIF records insurance status only after payments are posted.

When employees are reported retroactively — for example after court rulings — employers must correct payroll calculations for the relevant period and pay any outstanding contributions for those additionally reported workers. Once the payment is registered, insurance is reactivated automatically. The Fund emphasized that this is a systemic, automated mechanism applied equally to all legal entities and not an individual administrative decision or manual removal by Fund staff.

The HIF also noted it has faced the same situation in the past with its own employees, which it says demonstrates the mechanism is applied uniformly. The Fund said it and the Ministry of Internal Affairs are in direct coordination to carry out the necessary procedures and resolve the situation as quickly as possible, and that it has provided all required data and expert support within its remit.

In its statement the Fund added: "We appeal that this issue not be politicized and that unnecessary concern is not created among insured persons. This is a clearly established systemic procedure that applies equally to all legal entities, and after the required payment is recorded the health insurance is automatically activated."
