Croatia plans €50 billion "Panteon AI" complex in Topusko

Croatia is preparing to build a large artificial intelligence hub called Panteon AI in the municipality of Topusko, near the border with Bosnia and Herzegovina, with an announced investment of €50 billion.

Investors and the Croatian transmission system operator expect to sign a contract in November 2026 to connect the complex to the national power grid. The planned facility would require a grid connection capacity of 1,000 megawatts — roughly one third of the current load on Croatia's transmission system.

Infrastructure and jobs

To supply that power the project foresees construction of four new high-voltage transmission lines with a total length of about 300 kilometres. The investor is expected to cover the infrastructure costs for these lines.

Project backers say Panteon AI could create around 3,500 jobs. Construction is planned to begin in 2027 and the first capacities are expected to become operational in 2029.

Officials caution, however, that the project's implementation depends on finalising spatial planning documents, completing an environmental impact assessment and obtaining the necessary permits before work can proceed.
