Judicial Council report: Over half of courts non‑current in 2025, 134,610 unresolved cases

The Judicial Council's annual reports for 2025 show that more than half of the country's courts were judged non‑current, revealing a severe backlog and limited resources across the judiciary.

According to the reports, 134,610 cases remained unresolved during 2025. The longest average wait for a case decision was recorded at the Higher Administrative Court, where the average time to resolve a case reached 325 days.

Staff shortages and hiring freeze

Despite clear staffing needs, the judicial system recorded no regular hires in 2025. The Ministry of Finance rejected requests for additional personnel, including a submitted proposal for 239 necessary posts.

The reports describe the situation as a combination of human resource shortages and constrained funding that together impede courts’ ability to reduce the backlog and shorten waiting times for litigants.

Judicial Council documents for 2025 make the case that addressing both recruitment and budget limitations will be essential to bring courts back to current case management and to prevent further growth of unresolved cases.
