Antonio Koshta: EU will cover two thirds of additional €70 billion requested by Ukraine
Koshta said the Commission will prepare concrete proposals and that a decision is expected in November.

European Council President Antonio Koshta said the European Union will cover two thirds of an additional €70 billion Ukraine has requested to continue its fight against Russia next year.
Commission to propose concrete measures, decision expected in November
Koshta said the EU "normally covers two thirds of Ukraine's financial needs" and that at the most recent Council meeting leaders agreed to address the country's supplementary requirements. He added that the European Commission has been tasked with drawing up specific proposals.
"Normally, we cover two thirds of the financial needs of Ukraine... Two thirds of 70 billion euros amounts to 46.7 billion euros. At the last meeting of the European Council we agreed to cover Ukraine's additional needs and we tasked the Commission to present concrete solutions for this. The Commission is working on that and I assume that in November we will be able to take a decision on this issue," Koshta said.
Koshta did not specify the instruments the EU would use to deliver the funds, nor the exact timetable for disbursement, but he indicated the Commission's proposals should clarify the path to implementation.
The pledge comes as EU capitals continue assessing Kyiv’s funding gap for the coming year and weighing political and budgetary implications ahead of a November decision.
