Ministry of Interior sends draft law after KOD; proposal seen as start of merging ANB and intelligence, with Grubi
Draft sent after the KOD broadcast would remove coordination between ANB and the intelligence service, amid revelations about car arsons and youth recruitment.

The Ministry of Interior (MVR) has sent a draft law in the days following a broadcast by the investigative programme KOD, a move that authorities and analysts read as the opening step toward bringing the two national intelligence bodies together into a single service. The initial provisions remove the formal coordination mechanism between the Agency for National Security (ANB) and the separate intelligence service, a change justified by officials as a response to institutional distrust.
Journalistic inquiry links car arsons and youth recruitment
The KOD investigation mapped a pattern of deliberate car fires in parking lots across the country and quantified how many perpetrators have been caught and are now facing trial. The programme focuses on the involvement of young Macedonians who were allegedly recruited and used to commit violent crimes and murders by Serbian‑Montenegrin criminal clans.
Inside the Ministry, the draft measure has been interpreted as the first legislative move that could end the current two‑agency structure. Sources say the proposal was submitted “several days” after the broadcast; the changes start by removing a formal coordination layer between ANB and the intelligence service.
Prosecutors and police records cited in the investigation identify multiple incidents of vehicles set on fire in parking areas; some suspects have been arrested and brought before the courts. KOD’s findings underscore a pattern in which organised criminal networks allegedly target vulnerable youths to carry out acts of violence.
Advocates and educators cited by the programme warn that victims of such recruitment require timely intervention at home, in schools and from the wider community to prevent further exploitation and escalation of violence.
The broadcast on KOD aired on 25 October 2026 at 19:15. The Ministry’s draft law and the programme’s revelations are likely to prompt parliamentary and public debate in the coming days.
