Paper forms abolished — undergraduates must use electronic VOI.20

Paper registration for undergraduate students in North Macedonia will be discontinued from the 2025/2026 academic year: the State Statistical Office and the Ministry of Digital Transformation have introduced an exclusively electronic data-collection form, VOI.20, which all active undergraduates must complete and submit online.

How to register and submit

To access the VOI.20 form students must register on the National e-Services Portal and create a low-level profile through the Single Sign-On system (SEN). There are two permitted ways to obtain that profile:

  • Register on the Portal with a valid e-mail address to receive a basic profile (without verified physical identity) and then upgrade it to a low-level profile in person at one of the ETU (one-stop service point) offices across the country or at regional units of the Public Revenue Office (UJP) by presenting an identity document.
  • Use an existing Public Revenue Office account: choose the "You have a PRO account" option on the Portal and log in with the UJP username and password.

Students will complete the VOI.20 form on the National e-Services Portal. After successful submission the system generates a document that each student must deliver to the student affairs office of their home faculty or higher vocational school.

“We remind that timely and accurate completion of these data is a legal obligation that contributes to the creation of precise educational policies, and for any additional questions and technical guidance students and institutions may contact the responsible persons at the State Statistical Office,” the State Statistical Office said.

The new procedure is presented as a joint effort by the State Statistical Office and the Ministry of Digital Transformation to modernize administrative processes and improve the quality of education statistics. Students who need assistance are advised to contact the State Statistical Office for technical instructions.
