The area next to the Assembly that until now served as an informal parking lot will be turned into a designated parking lot for members of parliament and official vehicles, at a contract price of 101.951.456 denars (about 1.6 million euros). The Assembly signed a contract on 08.06.2026 for the procurement of equipment and landscaping of the site with the company "Stenton gradba" DOO from the village of Dolno Orizari, Bitola, according to the Public Procurement Bureau's website.

The plot has already been fenced and construction activity has begun on site.

Details from the procurement

According to the procurement documents, the contractor must remove the existing asphalt, lay granite paving, create pathways and parking spaces, plant trees and install urban furniture and lighting. The works also include construction of a new gatehouse (porter's lodge) and installation of an entry-and-exit control system for the parking area.

The area around the Assembly has been declared a security zone. "The area around the Assembly has been declared a security zone. The area inside the security zone, except for the part in front of the main entrance to the Assembly, is intended for parking of vehicles for the needs of the Assembly. The landscaping construction works around the Assembly building declared a security zone are being carried out in accordance with the public procurement contract of 08.06.2026," the Assembly said.

The change to the Detailed Urban Plan "Mali ring" during the mandate of Mayor Vladimir Todorović replaced a previously planned underground garage with a plot marked for a multi-storey garage. In June 2013 the plot was purchased at an electronic auction in the Ministry of Transport and Communications by the company "Ango" DOOEL for 136 euros per square metre, or a total of 333,000 euros for the 2,455 square-metre lot. The plan allowed a building up to 9 metres high and permitted that up to 15 percent of the project be used for commercial premises, shops, or hospitality facilities.

The construction permit for the multi-storey garage was annulled in 2018 by former mayor of Centar Sasa Bogdanović because the investor had not started within the prescribed deadline. The investor appealed that decision; after a multi-year court procedure the Administrative Court accepted the appeal and the investor was allowed to build.

In August 2024 the investor, DPTU "Ango" DOOEL from Skopje, fenced the area around the Assembly and began clearing the site to prepare for construction of the multi-storey garage. In September 2024 Prime Minister Hristijan Mickoski said that "someone at some point was not reasonable, acted immaturely and did something that endangered the security of the Assembly." Subsequently the Assembly adopted a law declaring the area around the Assembly a security zone, banning construction there and announcing that the company that bought the land would be compensated.
