Police file new criminal complaint against Stevche Jakimovski over permits and communal fees
Police say permits and payments were approved despite a DUP that had been annulled; complaint sent to the Skopje prosecutor.
The former mayor of Karposh, Stevche Jakimovski, has been hit with a new criminal complaint by the police accusing him of negligent performance of duty after allegedly signing paperwork to collect communal charges for a building on land for which the detailed urban plan (DUP) had been annulled.
According to the complaint, two municipal urbanism officials are the first and second suspects in the case, while a third municipal employee is accused of signing contracts with investors. “The third accused signed agreements with the investors for the settlement of the fee for the regulation of construction land without checking that those agreements related to requests submitted for a location for which the DUP had been annulled and for which he himself had directed that building permits not be issued, the first and second accused on 23.07.2025 issued building permits to the investors,” the Ministry of Interior (MVR) said.
Allegations and contested approvals
Police say the project in question had an estimated value of about 215,000 euros. The municipality also allowed construction of a canopy that was later determined to be an illegal structure and should have been demolished. The building permits were reportedly issued based on a DUP “which in 20218 was annulled by the Constitutional Court,” the Ministry of Interior noted.
The final administrative document in the file was signed by municipal officials four days before the second round of last year’s local elections, when Jakimovski lost to Sotir Lukrovski. The complaint has been forwarded to the Skopje public prosecutor’s office.
The police filed the complaint only days after the Supreme Court annulled Jakimovski’s convictions, which had carried a one-year prison sentence. Jakimovski is currently serving the sentence but is on medical leave; the Supreme Court has not yet notified lower courts, meaning Jakimovski and others whose sentences were overturned remain held in custody without a final enforceable judgment.
