The United States will mediate working-level negotiations between Ukraine and Russia on November 10–11 in Abu Dhabi, Special Envoy Steve Witkoff announced on November 2, 2026. U.S. mediators will bring Ukrainian and Russian representatives together for the first talks at this level since February, in another push to find a negotiated end to the war.

Witkoff said the talks will focus on post-war security arrangements, humanitarian efforts and the next steps toward a durable peace, and that U.S. negotiators are coordinating with European partners ahead of the Abu Dhabi meetings.

Coordination with allies

“Additionally, American negotiators will meet this week in Brussels with representatives from France, Germany, the United Kingdom, the EU, and NATO, to discuss security guarantees for Ukraine, Europe’s post-war security architecture, and economic opportunities to support Ukraine’s reconstruction,” Witkoff wrote on X.

He also framed the Abu Dhabi sessions as an attempt to build on earlier contacts and preparatory talks in Kyiv, Oslo and St. Petersburg, aiming for a comprehensive agreement that would secure long-term safety for future generations.

Officials cautioned that working-level negotiations do not guarantee a final deal: bridging fundamental political and security gaps between Kyiv and Moscow will remain difficult. Still, the talks mark the most significant U.S.-led diplomatic initiative involving both sides since early this year.
