Norway has been targeted by several cyber incidents in recent years, including attacks on the BankID system and on the Bremanger dam last year, when water flowed freely through the facility for four hours after a cyber incident.
The Norwegian Parliament was also targeted by a cyberattack in 2020, underscoring that attacks on public institutions have recurred.
Authorities have not publicly released a full technical analysis of the latest disruption. Cybersecurity experts say that DDoS attacks typically aim to disrupt access and can be used alongside other malicious activity, complicating efforts to assess motive and damage.
