Council of Europe: Register in Ukraine received 195,000 compensation claims
Register established in 2023 has logged 195,000 compensation claims and opened new categories for health, education and environmental losses.
The Council of Europe said its Register of Damage in Ukraine has received 195,000 claims for compensation from private citizens, legal entities and the Ukrainian state. The register was set up in 2023 as an instrument of the Council to document losses arising from the Russian war in Ukraine.
Of the 195,000 claims submitted so far, more than 65,000 have been processed, the Council reported. Processing includes intake, classification and the addition of evidence to individual files.
New claim categories open
The register has opened a final group of categories for compensation, bringing the total number of claim categories to 43. The newly available categories allow submissions for loss of access to healthcare and education, as well as harm to the environment and Ukraine's natural resources.
Secretary General of the Council of Europe Alain Berset said the registry plays an evidentiary role in documenting harm. He described its purpose bluntly: "The Register of Damage in Ukraine is legal testimony to that unjust war."
Officials say the expanded categories are intended to broaden the register's reach so it can capture indirect and long-term forms of damage as well as direct physical losses. The register accepts claims from individuals, businesses and public bodies and continues to process the existing backlog.
