Judicial Council holds 552nd session
Agenda for August 25, 2026: ECHR-related report, formation of rapporteur committees, and selection/dismissal of lay judges.

The Judicial Council will hold its 552nd session today, August 25, 2026, to debate and decide on several items related to judicial procedure and personnel.
Agenda highlights
On the agenda are a report on the repetition of proceedings following a judgment of the European Court of Human Rights (ECHR) and the formation of committees of rapporteurs tasked with examining requests to initiate proceedings to determine the responsibility of a judge or a court president.
Members will review the ECHR-related report that addresses how domestic proceedings should be repeated or corrected in light of the international court’s ruling. The council is expected to discuss the report’s recommendations and decide whether to open or order repeat procedures.
The session will also consider proposals for establishing commissions of rapporteurs. These commissions are charged with processing and assessing formal requests for initiating disciplinary or responsibility procedures against judges and presidents of courts.
In addition, the council will handle the election and dismissal of lay judges, and will debate and decide on notifications concerning already established factual findings submitted to the body.
The Judicial Council’s decisions at this meeting will set the next procedural steps for cases stemming from the ECHR judgment and for any disciplinary actions that may follow the rapporteurs’ findings.
