Public Revenue Office: Youngest millionaire is 4, over 860,000 tax returns in 2025

The Public Revenue Office (PRO) published its 2025 analysis showing an unusually wide age span among citizens who reported million‑denar incomes: the youngest recorded “millionaire” is a four‑year‑old who received one million denars as a dividend, while the oldest is 97 years old and earned income from a pension and other sources.

Key figures from the 2025 tax returns

According to the PRO report, more than 860,000 tax returns were filed in 2025 — an increase of 10.6% compared with 2024. The largest number of declarations came from Skopje, followed by Shtip, Prilep, Bitola, Tetovo and Strumica.

The bulk of reported income for 2025 came from wages. The single highest salary recorded in the year was paid in the stone and coal extraction sector and amounted to 139 million denars.

Notably, the three largest dividend payments in 2025 exceeded that highest salary. Those dividends were paid by companies based in Gevgelija, Ohrid and Arachinovo.

The PRO analysis highlights the diversity of income sources across age groups and regions, from wage earners to pensioners and shareholders, and points to a rise in the number of taxpayers submitting returns compared with the previous year.

The new figures give a snapshot of income distribution and dominant economic activities for 2025, and will inform forthcoming tax administration priorities.
