UAE–Russia TISIA trade and investment pact enters into force
The agreement is designed to boost services exports, increase investor safeguards and expand cooperation in fintech, health, transport and logistics.

The Trade in Services and Investment Agreement (TISIA) between the United Arab Emirates (UAE) and Russia has formally come into force, marking a new stage in bilateral economic ties.
UAE officials say the agreement will ease market access for exporters of services, strengthen investor protections and open new avenues for private‑sector cooperation in rapidly expanding service industries.
Areas targeted for deeper cooperation
The pact is expected to deepen collaboration in key service sectors, including financial technology, healthcare, transport, logistics and professional services, creating opportunities for longer‑term and more sustainable growth.
UAE Trade Minister Tani al Zeyudi noted that TISIA, together with the UAE’s economic partnership with the Eurasian Economic Union (EAEU), builds a broader legal and commercial framework to boost trade and investment between the two sides.
Russia remains an important economic partner for the UAE: bilateral trade in goods excluding oil reached 20.4 billion dollars last year, underlining the commercial weight of the relationship beyond energy trade.
