Commercial building erected in central Struga instead of planned parking garage
A plot on Proleterski Brigadi Street that the government allocated for a public parking garage was developed into a commercial building with underground works, residents say.

In the heart of Struga a plot that was supposed to host a public multi-storey parking garage has been built up as a commercial building, residents say, with construction reaching 100% coverage — including underground levels — on Proleterski Brigadi Street.
Locals recall that the land had formerly been state-owned and was allocated by the government by a formal decision. They say an initial permit was issued for a multi-storey parking facility but was later repurposed to allow a business building.
Residents are now asking whether there is proper permitting and documentation for the additional excavated underground space, who is supervising the works, and whether the carried-out works conform to the building permit.
Concerns about street safety and responsibility
Neighbouring residents describe the adjacent section of the street as left in an unsafe condition and say a side area looks like a makeshift “bunker” intended to keep vehicles away. According to testimonies, this measure was taken out of fear the road could collapse under vehicle load because of the newly excavated underground space.
Citizens demand to know which institution is responsible for securing the street, whether the contractor holds approval for these activities, and ultimately who will assume responsibility for potential damage to the road, pavement or nearby properties.
So far residents report they have received no clear public answers from local authorities, and requests for oversight and clarification remain unanswered.
