Assembly committees to examine amendments to restrictive measures, health and transport laws
Five committees will consider amendments ranging from restrictive measures to health, construction and road transport under a shortened procedure.
The Assembly of North Macedonia will hold meetings of five parliamentary committees that will consider several draft laws under a shortened procedure: the Committee on Foreign Policy and Foreign Trade, the Committee on Political System and Intercommunity Relations, the Committee on Health, the Committee on Transport, Digital Transformation, Environment and Spatial Planning, and the Legislative-Legal Committee.
Key items and the reason for the changes
Among the proposals is an amendment to the Law on Restrictive Measures submitted to the Committee on Foreign Policy and Foreign Trade. The draft aims to clarify provisions identified as shortcomings in the MONEYVAL fifth‑round evaluation of the system for preventing money laundering and terrorist financing at the Council of Europe, adopted in May 2023, and to align national rules with recommendations of the FATF (Financial Action Task Force). The changes include provisions related to application of measures by natural and legal persons, establishing official procedures for compliance with UN processes, and procedures for submitting delisting requests to competent authorities.
The Committee on Political System and Intercommunity Relations will consider a draft amendment to the law on representation of the Republic of North Macedonia before the European Court of Human Rights. The proposal seeks to align the appointment procedure, eligibility conditions, and rules on termination and dismissal of the government agent with the Law on Senior Executives, by referring general appointment procedures and conditions to that law while prescribing special conditions for the government agent.
The Committee on Health will review a draft amendment to the Law on Sanitary and Health Inspection. To harmonize with the Law on Senior Executives, the proposal sets the director's mandate at five years and stipulates that the appointment procedure, eligibility conditions, and rules on termination and dismissal be regulated under that law.
Members of the Committee on Transport, Digital Transformation, Environment and Spatial Planning will debate amendments to the Laws on Communal Activities and on Construction, as well as changes to the Law on Road Transport. Part of the proposed adjustments aims to harmonize the Construction Law with the Law on Senior Executives.
The Legislative‑Legal Committee is scheduled to consider, all under shortened procedure, the draft amendments to the law on representation before the European Court of Human Rights, drafts amending the laws on communal activities and construction, the amendment and supplement to the Law on Road Transport, the amendment to the Law on Sanitary and Health Inspection, and the amendment and supplement to the Law on Restrictive Measures.
