Një vit pas premtimeve: organizatat qytetare vlerësojnë zbatimin e kryebashkiakëve

Grupet qytetare që monitorojnë një numër të kufizuar premtimesh parazgjedhore raportojnë se shumica e premtimeve pas një viti janë ose të pazbatueshme ose vetëm pjesërisht të avancuara, dhe semafori i tyre monitorues dominohet nga ngjyrat e kuqe dhe të verdha.

Monitorimi mbulon 14 komuna dhe përqendrohet te një ose dy premtime për çdo autoritet lokal. Aktivistët thonë se informacioni i disponueshëm për publikun shpesh është i paplotë; kur gazetarët kërkuan përditësime nga disa komuna nën monitorim, dy të tilla nuk u përgjigjën, ndërsa dy kryebashkiakë thanë se situata do të ndryshojë së shpejti.

Shembuj nga Čair, Centar, Delchevo dhe Gostivar

Në komunën e Čair problemet me parkimin mbeten të theksuara: vendet e parkimit janë të mbushura dhe shoferët shpesh parkojnë edhe në trotuare. Politikanët kanë premtuar vende të reja parkimi dhe një parkim nëntokësor te sheshi Skënderbej; premtimi u ripërsërit edhe nga zëvendëskryeministri Izet Medžiti në një deklaratë televizive.

Izet Medžiti tha: "I believe that the tender procedure will be opened soon and that construction will begin at the beginning of 2025..." (ky është përkthim i deklaratës së dhënë). Kur u kërkuan detaje lidhur me afatet dhe nisjen e punimeve, Komuna e Čair nuk u përgjigj.

Organizata joqeveritare Assistive Center, që monitoron këtë komunë, raporton se masat për parkimin janë të parashikuara në programet dhe buxhetet komunale, por u mungon zbatimi i dukshëm në terren. Sipas tyre, publikun i mungojnë informacione të rregullta, të detajuara dhe të lehta për t’u arritur për fazën në të cilën është secili projekt, procedurat e nisura, burimet e siguruara, afatet dhe kur qytetarët mund të presin realizimin konkret.

Në Centar, rrjeti kombëtar Women for Women ndjek realizimin e dy masave sociale të vazhdueshme që zbatohen përmes operatorëve të kontraktuar: shërbime komunitare dhe kujdes për të moshuarit në rrezik social. Olivera Eftimovska, që ndjek monitorimin atje, tha: "These are the measures, that is, services to citizens carried out by engaging operators, that is, non‑governmental organizations, and the second is care for older persons, that is, pensioners at social risk. And both measures that we monitor are regular, that is, continuous; they exist in the municipality every year and were part of previous electoral programmes and continue."

Eftimovska kërkon më shumë transparencë në procedurat e zbatimit: "Transparency. So the procedures themselves can be improved in relation to... there is no public procurement, it goes with a public announcement; it could be more transparent, meaning to have public procurement in relation to the measures." Në panelin e monitorimit për Centar shfaqet e verdha për shërbimet sociale dhe e kuqe për përkrahjen e pensionistëve.

Kryetari i komunës, Goran Gerasimovski, hedh poshtë idenë e bllokimit dhe thotë se pagesat ndjekin një dinamikë të parashikuar: "In the past it was 2,500 denars, which I introduced for the first time as mayor in my first term, and the promise in the campaign for the second term was that it would be doubled, that is from 2,500 denars to 5,000 denars. And usually in recent years it... was paid in November or December. That will be the case this year too and that red that lights on their tables will be green in a few months."

Ai shton se kujdesi për më të moshuarit zgjerohet përmes projekteve në vazhdim: "We have 'Care for older people', an excellent project where we visit 90 households of elderly residents and our services, together with 'Humanost', an NGO that in cooperation with the municipality implements the project, provide improvements to everyday living needs of our elderly residents by buying some food products, paying bills, physical therapy services, etc."

Në Delchevo aktivistët raportojnë se qendra rinore e premtuar është hapur dhe funksionon. "The youth centre is open, basic equipment exists, there is a room where activities take place. It has been assigned... The youth centre has been assigned to a non‑governmental organization that will run it and there is also a coordinator. With that, all prerequisites have been created for the Youth Centre to function," tha Bikovski.

Pritja tjetër për Delchevo lidhet me formimin e parcelave të shërbimeve me tarifë të favorshme për familjet e reja përmes urbanizimit të zonës Taušan‑sko Maalo. Kryetari Ivan Gocevski tha se puna vazhdon, por se duhet të përfundojnë procedurat administrative kyçe: "We plan to repurpose it for A1, i.e., for family housing with privileged utilities so that our new married couples can buy a plot with pre‑defined urbanisation, with carried out urbanisation, with privileged utilities. That is, utilities that will be previously set by a tariff list of the Council and will be much, much lower than those that now realistically exist as an option and according to the tariff of Delchevo Municipality." Ai po ashtu tha: "We immediately started the implementation of this project and we already in Delchevo have a Youth Centre which is part of the old municipal assembly, in a room that is the property of Delchevo Municipality. For the sake of truth, we signed a memorandum with one NGO here in Delchevo and we have excellent cooperation, for which we are grateful."

Në pjesën perëndimore, në Gostivar vlerësimi për dy premtimet e monitoruara — mamografitë falas dhe ndihma financiare për viktimat e dhunës në familje — është i kuq. Eftimovska sqaroi vonesat: "At the moment they are not implemented because the first measure has problems with the devices that should be used for the examinations, so we were told by the municipality that it will be delayed a bit, however the measure will have to be implemented. Regarding the programme, also the payments are somewhat out of sequence... I mean, they are not paid on time as they should be."

Ajo shtoi se shumë qytetarë nuk dinë për ndihmën e disponueshme: "So they do not even know what the measure means and we believe that here work must really be done to raise awareness about gender equality. And I think that here there should really be a budget on its own to reach citizens."

Monitorimi i premtimeve në Gostivar, Delchevo, Centar, Čair dhe dhjetë komuna të tjera vijon si pjesë e Programit për Mbështetje të Zgjedhjeve, një projekt i Qeverisë së Zvicrës i zbatuar nga International Foundation for Electoral Systems (IFES). Aktivistët theksojnë se kryetarët e komunave janë në vitin e parë të mandateve të tyre dhe ende kanë kohë për t’i kthyer indikatorët në të gjelbër — por, siç paralajmërojnë, koha fluturon.
