Greece plans limits on cash-on-delivery for parcel deliveries

Greece is preparing new rules that would restrict cash payments on delivery for goods sent via courier services. Under a draft law from the Ministry of National Economy and Finance, buyers would be required to use electronic payment methods regardless of the order value.

Scope, methods and penalties

The proposal notes that between 30 and 40 percent of delivered goods in the country are still paid for in cash. Allowed electronic methods would include payment by card, bank transfer or e‑wallet; payment at the moment of handover would remain possible only if conducted electronically.

Couriers and courier companies that accept cash would face fines equal to double the amount collected. For example, if a courier takes €50 in cash, the company could be fined €100.

The draft contains exemptions for certain categories of citizens, which could include older people and persons with disabilities. The precise scope of those exemptions would be defined later by a ministerial decision.

The proposal is currently in a public consultation phase and is planned to be submitted to parliament at the start of November. The new rules are expected to take effect after the law is adopted.

Officials say the measures aim to increase the use of electronic payments and strengthen control over financial transactions in online commerce.
