Ministry and Bureau open public consultation on Concept for talented and gifted pupils
Stakeholders can submit comments on the draft Concept for identifying and supporting talented and gifted primary pupils until October 10, 2026.
The Bureau for Development of Education, together with the Ministry of Education and Science, published a draft Concept for identifying and working with talented and gifted pupils in primary education and opened an online public consultation. Stakeholders are invited to send comments and proposals by October 10, 2026.
According to the announcement made on 29 September 2026, the draft was prepared in line with Article 34 of the Law on Primary Education, which foresees adoption of a concept that regulates recognition and identification of talented and gifted pupils as well as the measures and activities for work with them.
In a statement, the Ministry summarized the document's aims: "The draft Concept establishes the basis for developing a connected and accessible system for timely recognition, development and monitoring of pupils' potentials, professional identification and provision of appropriate educational support. The document provides guidance for the work of schools, cooperation with families and professional institutions, allocation of responsibilities and monitoring the quality of support."
Who can participate and how
The public consultation is intended to collect expert and public opinions that will improve the Concept's quality, clarity and applicability. The Ministry explicitly called on teachers, school counsellors, headteachers, higher-education and scientific institutions, professional associations, parents/guardians and pupils to review the draft and contribute suggestions.
Opinions, remarks and proposals must be submitted by October 10, 2026 to the email address javnarasprava@bro.gov.mk with the note: "Public consultation – Concept for talented and gifted pupils". Respondents are asked, where possible, to indicate the chapter or section concerned, the proposed amendment or addition and a brief justification. The submissions will be considered when preparing the final text of the Concept.
The initiative aims to create a system that detects and supports pupils with exceptional potential early and consistently, and to clarify the roles of schools, families and expert institutions in that process.
