Kocho Racin Library in Tetovo becomes University Library, but has no permanent premises

The Kocho Racin Library in Tetovo has been redesignated as a University Library — a move library staff call an upgrade of status — but the institution still lacks its own permanent premises. The new building intended for the library has been under construction since 2014 and remains unfinished after 12 years.

Staff at the library welcomed the change in status as an important step for Tetovo as a university centre and as a contribution to higher education, research and library services in the region.

“We gain because we will upgrade. According to the Publishing Law, articles 12 and 15, publishing houses must deliver mandatory copies to libraries. So automatically one copy of every published book will be delivered to our library as well,” said Binas Pajaziti, director of the Kocho Racin Library.

Temporary quarters and storage remain a problem

The library marked its 80th anniversary last year, but over decades it has moved premises three times. At present it operates from part of the Centre for Culture while a large portion of its holdings are kept in warehouses.

The new building, located nearby, began construction in 2014 but is not yet functional. Sedat Sulejmani, the Minister of Culture and Tourism, expressed hope that interior works would start soon so the facility can serve both the library and the Tetovo theatre.

“So, we are close to finalising, I should say, the 2027 budget. We are in negotiations with the Ministry of Finance and I hope we will allocate sufficient funds for this year so work on the library can begin,” Sulejmani said.

Adding to the uncertainty, a court case in Tetovo linked to the construction of the new facility has been ongoing for two years. Four individuals and one legal entity are charged in relation to several criminal offences connected to the project, prolonging doubts about when the building will finally open.
