Indictment of six people, including a Ministry of Interior employee, for falsifying driving licences
Prosecutors say a Ministry of Interior junior adviser altered licences from 3 September 2020 to 24 August 2026; five drivers used the forged documents.
The Basic Public Prosecutor's Office in Skopje has filed an indictment against six individuals for continued criminal offenses — falsification of documents under Article 378, paragraph 3 in connection with paragraph 1 of the Criminal Code.
The first accused is an employee of the Ministry of Interior who served as a junior adviser for travel documents in the Department for Administrative Affairs – Skopje. According to the indictment, she repeatedly used her access codes between 3 September 2020 and 24 August 2026 to alter driving licences and add additional vehicle categories.
Drivers and forged certificates
The other five accused are drivers who, although aware they had not passed the exams for categories C and D, allegedly reached agreements with the first accused and submitted applications for driving licences in which the extra categories were entered.
The prosecution states that the forged documents were later used to apply for and obtain certificates of professional competence for drivers participating in international transport of passengers and goods. With those documents, the accused are said to have driven buses or freight vehicles in international traffic on multiple occasions.
For three of the accused, including the Ministry of Interior employee, the prosecutor requested continuation of a previously imposed detention measure. For the remaining three accused, who are currently unavailable to law enforcement authorities, the indictment proposes that detention be ordered immediately after they are located; proceedings against them will continue in their absence.
Investigators in the same case are continuing to collect evidence against another 21 persons suspected of acting as intermediaries or beneficiaries of the forged driving licences. The Basic Public Prosecutor's Office in Skopje also says the inquiry into any other possible abuses connected to the case is ongoing.
