National Decent Work Programme 2026–2030 signed

The government, employers, trade unions and the International Labour Organization (ILO) have signed the National Decent Work Programme for 2026–2030, a framework aimed at improving labour rights, raising job quality and strengthening labour market institutions.

Three pillars guide the programme

Prepared through tripartite consultations, the programme links planned labour market reforms to the United Nations Cooperation Framework for Sustainable Development 2026–2030 and to the country’s European integration process. It sets out a multi-year plan for cooperation between the ILO and social partners.

Besar Durmishi, Minister of Economy and Labour, welcomed the signing and said the programme confirms the country’s determination to create higher-quality, better-paid and more secure jobs.

“Our priorities are improving workers' rights, developing skills according to labour market needs, greater inclusion of young people and women and reducing the informal economy. We will measure the success of this programme by the concrete improvements felt by workers and companies because our goal is for decent work to become a reality for every citizen,” Durmishi said.

The programme concentrates on three main areas. First: creating a favourable economic environment by aligning labour legislation and occupational safety and health regulations, enhancing social dialogue and collective bargaining, and supporting productive, sustainable small and medium enterprises. Second: improving vocational education, training and lifelong learning so workers acquire skills matching labour market demands. Third: economically empowering women and increasing their participation in the labour market.
