Audit finds irregularities at the Ministry of Digital Transformation

An independent audit of the financial statements and compliance of the Ministry of Digital Transformation for 2024 identified a series of shortcomings in asset records, unreported liabilities at the time they arose, and weaknesses in public procurement procedures.

Key findings from the 2024 audit

The auditors found that the inventory of assets was not carried out in accordance with legal requirements and that the register of fixed assets did not reflect the actual situation. In addition, the report notes that "a division balance with the Ministry of Public Administration was not prepared."

For some immovable properties the value had not been appraised, and for others ownership rights had not been recorded in the cadastre. The audit also states that the ministry's assets were not insured and that liabilities to suppliers were not recorded in a timely manner.

The internal audit unit within the ministry was not staffed and no internal audits were performed in 2024, the review found. In procurement files, evidence of required guarantees was missing for some dossiers, and goods and services were purchased without conducting public procurement procedures.

The findings highlight gaps in financial and asset management and point to procedural lapses that the ministry will need to address to meet legal and audit standards.
